"I would say that upgrading based on community participation is one of the trends that we can see... we see an increasing move to that people should be involved in prioritizing, in planning, as well as participating with money, labour... We have to ask the question: who is the community? Does the community really have the same interest?," asks NAI researcher Jenny Cadstedt.
